Evacuation Planning

Events, such as Hurricane Katrina, demonstrate the importance of having evacuation plans in place before a disaster strikes. While many communities have emergency response plans, most do not have specific evacuation strategies, nor have they considered the necessary resources required to assist their most vulnerable residents (e.g. the elderly, homeless, or those without transportation).

Developing an evacuation plan is the most effective way of ensuring your community is prepared.  With proper guidance and support, communities can develop practical and detailed plans to respond quickly and effectively to an emergency event.

Global Consulting has worked with both the public and private sector to develop evacuation plans. We work with our clients to understand the characteristics and demographics of their community as well as their current response and transportation capabilities. In doing so, we are able to develop practical and customized evacuation plans comprised of the following elements:

  • Triggers for activation.
  • Shelter-in-Place versus evacuation decision processes.
  • Directories for vulnerable populations.
  • Communications and coordination tools for Emergency Operation Centres.
  • Community profiles with geographic and population data.
  • Agency roles and responsibilities
  • Applicable maps, checklists, and forms.

Following the development of the plan, Global can provide an orientation with staff and stakeholders.  In the orientation, we review roles and responsibilities, reference tools, and key strategies of the plans to enable your community to conduct a safe, coordinated, and efficient evacuation.
