The City of Richmond recognized the importance of pandemic influenza planning to ensure the continuity of essential operations throughout such a difficult and long-term event. An influenza pandemic has been rated as one of the highest threats to the public, business interests, and the community-at-large due to the potential financial, psycho-social, and medical impact over an estimated 18 – 24 month period.
Global Consulting was awarded the contract to develop the City’s Plan that will help them to:
- Protect the health and wellness of City staff members
- Ensuring the delivery of essential City services
- Provide community services support
- Assist businesses and protect the local economy
- Minimize the financial impact
- Support the local health authority
To enable the City to meet these responsibilities, Global developed a number of key strategies for implementation, including:
- Support to health authority (defining the support required)
- Crisis Communications (what internal and external stakeholders need to know and how)
- Essential Services Planning (prioritizing the essential services to be delivered during periods of high absenteeism and means to maintain those capabilities)
- Infection Control Plan (personal health/wellness, PPE and administrative and engineering controls to limit workplace infection)
- Exposure Control Plan (determining risk exposure of all positions and applying appropriate PPE and mitigation efforts to protect and reduce workplace exposure)
- Community Support Services (framework for working with NGO’s, volunteers and faith based groups to provide organized support to the community
The plan also includes EOC Management Team activities during the escalating pandemic phases and addresses the numerous Human Resources issues and policies that require consideration.
